    ONE STATE ONE RIVER PROGRAM

BACKGROUND

 1.        PROPOSAL

 

As a main source of water for the country, river can bring us disaster if it is not being taken care off. Therefore, One State One River Program is made to ensure that our river is a valuable asset and to achieve the objectives as below:

I.

To make sure that our river is clean and valuable with second class water quality beyond 2015.

II.

To make our river and its surrounding as a natural recreational park.

III.

To make sure our river is free from flood and wastage

This proposal is meant to inform about the concept and progress of the program towards ensuring that the river eco system and environment are taken care of.

2.         BACKGROUND

 

2.1       Issues & Problems.

  The rapid development and urbanization process of our country has changed the land-usage to cover the economic activities and social facilities and other infrastructures. The Changes will cause damage to the rivers.

These will lead to problems such as flood, pollution, water shortage

Reasons To The Problems :

 

a.

Land Development that ignores the environment such as logging, agriculture, industrial housing, business and etc.
 

b.

Garbage, Domestic wastage from housing area, Village, squatter area and etc.
 

c.

Chemical wastage from agriculture area and industry and untreated sewerage.
 

d.

Waste from abatoir.
 

e.

Oil waste from workshops.
 

f.

Wastage from wet market / restaurant / stall.
 

g.

River Intrusion.
 

h.

Mining activity ( sand, minerals etc.)

3.         PROGRAM CONCEPT

Konsep One State One River concept is meant to change the poor coudition of the river to a cleaner condition as shown in diagram I.

4.         ROGRAM ENFORCEMENT

4.1.      Enforcement Strategy  In making sure that this program is successful, there are few measure need to be taken.

In addition, the enforcement strategy, need to follow the Integrated River Bank Management (IRBM) which are Preventive Measures, Curative Measure and Management

5.         SELECTION CRITERIA

  One State One River Program allows every state to select one river to be cured. Selection of the rivers is made based on few factors after considering the ability of the staff of each state and their expertise.

However, the criteria of the chosen river, needs to be agreed by the state government the lists of the rivers are below:

6.                  CONCLUSION

  River is one of the valuable assets to our country that needs to be taken care of. If it is given a good care , it can bring revenue to our economy. Therefore, the curative program and management of the river need to be continous to make sure that the river and its surrounding is in perfect condition.

To achieve the aim, river management should include the societies and stakeholders.

The Connection between the quantity, quality and surroundings ned to be balanced in the process of managing and developing a river bank.
